Outline of JEMIMA > Roles and Involvement
JEMIMA is the sole corporation of its type in the electric measurement
instrument industry. A brief history is as follows: This organization was
founded in August 1939 as the 'Japanese Union for Supervising the Manufacturers
of Electric Measuring Instruments,' originally set up as an industrial union
for distribution and supervision organizations. It then became known as
the 'Japan Electric Measuring Instruments Manufacturers Association' (JEMIMA)
in May 1948. Later approved as an incorporated association in September
1960, JEMIMA has been functioning in its current capacity ever since.
JEMIMA includes major manufacturers of electric measuring
instruments as regular members, with distributors, lease and rental companies,
engineering companies, related associations, and similar organizations
as supporting members. JEMIMA thus promotes surveys and research, dissemination
and education, the establishment of standards, improvement of management
practices, international cooperation, and other concerns related to electric
measuring instruments to help reinforce the sound development of Japan's
electric measuring instrument industry and various related industries,
in an attempt to eventually help develop the Japanese economy.
To fulfill the stated purposes above, JEMIMA conducts
various activities centering on its committees. In addition to the activities
that JEMIMA has continued, many new projects have been launched over the
past three years or so. The main projects are as follows:
1. New Activities
(1) Activities for legal regulations and standards
JEMIMA collects information about various laws and relevant standards
both at home and abroad in connection with regulations on electric measuring
instruments and related products, and then provides its member companies
with such information. JEMIMA has created a database of legal regulations
and standards from the countries of the world, thus rendering a service
that allows its member companies to have easy access and retrieval by
using a viewer.
(2) Environmental green activities
These projects help the member companies to commercialize their eco-friendly
products and meet the needs of green procurement. JEMIMA monitors the
latest trends in EU's WEEE/RoHS controls (categories 8 and 9), occasionally
dispatches a survey mission to EU to make sure that Japanese companies
there are not unduly harmed, and organizes seminars to present and explain
the latest information obtained and solutions conceived. JEMIMA also promotes
the creation of a mechanism by using information technology for preparing
JEMIMA recycling guidelines and controlling chemicals included in products.
(3) JCSS dissemination activities
In cooperation with the National Institute of Advanced Industrial Science
and Technology (AIST) and the National Institute of Technology and Evaluation(NITE)
JEMIMA assists its member companies in responding to the Japan Calibration
Service System (JCSS) by disseminating and reporting the system to the
public in an attempt to generate demand for calibration service activities.
(4) MandC portal site activities
JEMIMA opened its "portal specializing in measurement and control"
(http://www.mandc.org/) in April 2003.
A useful product search function guides visitors from around the world
to the websites of companies that supply the products sought by visitors.
The portal offers a video download for explaining how to use the portal
and gives a full technical explanation of the products in an attempt to
attract more website visitors.
(5) Activities for promoting and spreading PLIB use
JEMIMA proposed a PLIB (Parts LIBrary) international standard for electric
measuring instruments (ISO 13584 Part 501, Procedure for Registering a
PLIB Dictionary for Measuring Instruments), which has been approved as
an international standard. JEMIMA will begin operating the organization
for registering the PLIB dictionary (Registration Authority), verifying
the dictionary on a full scale, and engaging in various activities to
promote and spread the use of the PLIB dictionary for electric measuring
instruments.
(6) Survey and research for functional safety
JEMIMA has proposed a plan to create a JIS version of Part 1 of IEC 61511,
which is a sector standard for the process industry for functional safety.
JEMIMA will then conduct surveys for Parts 2 and 3 in an attempt to create
a JIS version in fiscal year 2006, while disseminating information about
the "functional safety" of the process industry.
(7) Security survey and research for production and
control systems
Regarding the "security of production and control systems,"
a drive is being launched for standardizing cyber-security at IEC. JEMIMA
has therefore positioned the program in the automation of the manufacturing
industry, established a relationship with cyber-space security authorities
in the United States, and is now conducting surveys and research on the
effects of the program on Japan's manufacturing industry, thus making
use of the findings on product workmanship and clarifying different viewpoints.
(8) Exploring future technical themes
JEMIMA surveys and integrates domestic and international information about
new core and leading-edge technologies in the field of electric measuring
instruments, follows up on and enhances its technology-oriented road map,
and proposes national projects for developing technologies for electric
measuring instruments to the Ministry of Economy, Trade and Industry and
the Ministry of Education, Culture, Sports, Science and Technology, along
with other authorities.
2. Continuous Activities
(1) Exhibition activities
"The Measurement and Control Show" is held alternatively in
Tokyo and Osaka. The show has been highly acclaimed since the first one
held in 1955 as Japan's largest "exhibition specializing in measurement
and control technology." In 2003, INTERMAC was renamed the "Measurement
and Control Show" to organize the "Measurement and Control Show
2003 Tokyo," which attracted more than 50,000 visitors and earned
a good reputation. In 2004, the "Measurement and Control Show 2004
Osaka" was held at Grand Cube Osaka under the theme of "'Dreams
and the Future Realized through Measurement and Control." The year
2005, which marks the 31st time that the exhibition has been held, will
see "Measurement and Control Show 2005 Tokyo" at Tokyo Big Sight
under the theme of "Visualizing Future Technologies Instruments"
(November 9 to 11).
(2) Internationalization activities
JEMIMA is making positive efforts to establish exchange with related overseas
associations. Above all, the association focuses on Asia. It engages in
exchange with associations based in China, Taiwan, and South Korea by
exchanging various kinds of information and via other means.
(3) Activities related to export control
JEMIMA collects, analyzes, and studies information related to export control
in cooperation with the Ministry of Economy, Trade and Industry, the Center
for Information on Security Trade Control (CISTEC), and other related
authorities and associations. JEMIMA then compiles the findings on its
website, at seminars (such as security trade control briefing sessions),
and in reports (such as a statement of judgment for model customs clearance
and export control introductory textbooks) to accurately disseminate the
information.
(4) Drafting of Japanese Industrial Standards (JIS)
As a drafter of JIS standards, JEMIMA has undertaken the tasks of drafting
JIS standards and revisions on behalf of the Japanese Standards Association.
JEMIMA now engages in drafting the following JIS standards scheduled to
be established: "Method of measuring volatile organic compounds (VOCs)
in exhaust gases," "Automatic measurement system for exhaust
gases by collection without specimen suctioning," "Gamma-ray
detection-type water monitors," "Functional safety -- safety
instrumentation systems for the process industry field," "Performance
of automatic measuring instruments," "Method of measuring radioactive
surface contamination." The JIS standards scheduled to be revised
and being considered by JEMMA are "JIS C 1102-1 Direct acting indicating
analogue electrical measuring instruments and their accessories,"
"JIS C 1211 Alternating-current watt-hour meters (for direct connection),"
"JIS C 1216 Alternating-current watt-hour meters (for connection
through instrument transformer)," "JIS C 1263 Var-hour meters,"
"JIS C 1283 Watt-hour, var-hour and maximum demand indicators for
telemetering."
(5) Drafting replies for international standards and
dispatching committee members
JEMIMA assumes secretarial functions on behalf of the Ministry of Economy,
Trade and Industry as a deliberator based in Japan for the international
standards deliberation agencies (IEC and ISO), thus establishing and operating
the next domestic solution committee. The association also dispatches
knowledgeable persons to international conferences in an attempt to reflect
the views of the Japanese side.

(6) Survey and statistics activities
To monitor the trends in electric measuring instruments, JEMIMA tabulates
the production statistics provided by the Ministry of Economy, Trade and
Industry and trade statistics of the Ministry of Finance, and also prepares
statistics on its own. Every year since 1975, JEMIMA has been compiling
a report entitled the "Mid-term Forecast of Electric Measuring Instruments,"
which is used widely not only by JEMIMA members but by related authorities,
associations, survey organizations, and other entities as well.
(7) Public relations activities
JEMIMA disseminates information about its activities (such as seminars,
exhibitions, standards setting, and statistics) and related information
through its website (http://www.jemima.or.jp), mail magazines, bulletins,
and news releases on a timely basis, in an attempt to promote wider recognition
of JEMIMA and its member companies.
